Pune: Citizens Can Now Get Information on Development Works in Online Mode
Municipal Corporation Develops GIS-Based Intelligent Works Management System to Increase Transparency

In order to bring more transparency to development works and expedite the work process, the municipal administration has launched and started using the Intelligent Works Management System (IWMS). With this system, the planning of work while doing work of various departments, preventing duplication of work, and getting repairs done by the contractor during the defect liability period will become possible for the citizens with a single click.
At the same time, all the work from the estimate of the project to paying its bill will be paperless. The city engineer, Prashant Waghmare, informed that in the next month, a system will be created under the guidance of municipal commissioner Dr. Rajendra Bhosale so that citizens can see the information about the work going on in their area in an online mode.
Waghmare informed that the Municipal Corporation had been working on the IWMS system for the past two years, and for this, funds have been made available through Corporate Social Responsibility (CSR). “In this system, all the work from estimate to bill payment as per the provisions of the budget will be done online. This system has been started on a pilot basis from 2022-23, and engineers from all departments have also been trained for it. Recently, the process of linking this software with the GIS system has been finalised, and in the current financial year, estimates of 6,131 works have been done through this system, and work orders for 4,270 works have been given after the tender process,” said Prashant Waghmare.
With this system, information about when a work has been done, its defect liability period, and even photos before and after the work will be available to people with a single click. Since each department will be able to understand the work and budget provisions of other departments through this system, it will be possible to schedule work and time accordingly. This will also save time by reducing the time period of moving files from one department to another in an offline mode.
Waghmare further mentioned that since this system is connected to the audit department through the SAP system, it will also help in getting bills quickly. The system is being developed so that citizens can also see information about the ongoing works online as per the provisions of the municipal budget. “As per the instructions given by Municipal Commissioner Dr. Rajendra Bhosale, we are trying to prepare this system within the next month and make it available to the citizens,” said Waghmare.
Key features of this system:
- In the GIS-based IWMS system, estimates, tenders, work orders, measurements of works, bills, etc. will be prepared for each work from the provisions in the budget, and this will be completely ‘paperless.’
- In addition to preventing duplicity of works, the bar chart in this system will also help in noticing the speed and progress of the work.
- This transparent system will curb fraudulent or wrong activities at work.
- Citizens will get information about the ongoing developmental works of their area from where they are sitting without physically going anywhere.
Apart from this, in the coming time, the administration is working to make barcodes available at the places where work is going on, and even if these barcodes are scanned, citizens will get complete information about the work. “Further, the administration will also strive to make this system more transparent by keeping in mind the difficulties and needs encountered while doing the actual work,” said Prashant Waghmare.
